When a hurricane makes landfall in Florida, the headlines often move on within a week. But the local charter fleet doesn’t have that luxury.

How do small businesses get back on their feet? How do dedicated captains get back on the water? And what about the towns themselves? FishingBooker studied 10 years of hurricane data alongside our own charter booking activity to find out. This is the Florida hurricane recovery story that most storm coverage misses entirely.
Key Findings
The Florida Keys recovered from direct hurricane hits in as little as 3 days. Meanwhile, towns hit twice by separate storms within a matter of weeks took far longer to bounce back than towns hit once, even by a much stronger storm.
We built a metric to measure exactly that: how fast each of 20 Florida fishing hubs bounces back, based on official storm records, FEMA disaster data, and our own booking activity, indexed to protect confidential marketplace figures. We call it the FishingBooker Rebound Score. Here are the highlights:
- Marathon, Key Largo, and Islamorada were Florida’s fastest-recovering fishing towns. In fact, each returned to normal charter activity within 3 to 4 days on average, despite repeated direct hits over the past decade.
- Storm strength alone doesn’t predict Florida hurricane recovery time. Timing does. Most hubs bounced back within a week regardless of hurricane category.
- Hurricane Ian’s damage varied wildly between towns just miles apart. Its 2022 landfall took Cape Coral 53 days to recover from on its own, Fort Myers 40 days, and Naples just 19.
- However, Panama City, Panama City Beach, and St. Augustine posted the slowest overall recoveries in the study, each for a different reason – back-to-back storms struck two of them, while the third took a direct Category 5 hit.
- Four hubs have gone the past decade without a storm severe enough to cause real damage: Pensacola, Destin, Fort Lauderdale, and Miami. So, we cover them separately, since one data point isn’t enough to draw a fair comparison.
How We Built the Rebound Score
We measured three separate metrics for each of Florida’s 20 busiest fishing hubs. We also combined two of them into a single, comparable score.
Exposure
Using NOAA’s HURDAT2 database, we counted every hurricane and tropical storm whose center passed within 50 miles of each hub from 2016 through 2025, a full 10-year window.
Severity
For every storm that counted as exposure, we checked FEMA’s disaster assistance data to confirm whether it caused real, recognized damage in that hub’s county – measured in dollars of approved assistance per resident. If a storm passed by without triggering a disaster declaration, we treated it as a near miss and left it out of the ranking.
Recovery
For every storm that did cause real damage, we tracked how long it took the local charter market to return to its pre-storm baseline. We measured recovery through new bookings, cancellation rates, and completed trips. When two qualifying storms hit the same hub within roughly 4 weeks of each other, we counted them as a single combined event. After all, you can’t fairly compare a town still recovering from one storm to a town starting from a clean baseline.
We then averaged a hub’s recovery time across every qualifying storm on record, rather than taking the midpoint. A midpoint can let two fast, unrelated recoveries outweigh one catastrophic storm, which would understate exactly the kind of damage this study set out to measure.
Note: We only compared hubs with at least two qualifying storm events on record, so a single data point never passes for a pattern. As a result, hubs with just one confirmed hit appear separately as case studies rather than as part of the main comparison.
Turning It Into a Score
Finally, we weighted each hub’s recovery time against its storm severity to produce the Rebound Score:
- A score near 1 means a hub recovered about as fast as its storm damage would predict.
- The higher the score climbs above 1, the longer that hub took to recover relative to how hard the storm actually hit it.
- This is exactly what separates a genuinely slow recovery from a town that simply faced a bigger storm.
What Fast Florida Hurricane Recovery Looks Like
The Florida Keys top the results. Marathon, Key Largo, and Islamorada each returned to normal booking activity within 3 to 4 days on average, despite weathering a direct hit from Hurricane Irma in 2017 and two additional storms in the years since.
Clearwater and St. Petersburg follow close behind, both getting their fleets fully back to business within about a week across every storm on record. West Palm Beach and Naples round out the fastest group, even though Naples’ average includes a real hit from Hurricane Ian in 2022. It’s a sign that a single strong storm doesn’t have to derail a town’s overall recovery record.
The Slowest to Recover
At the bottom of the study sit three towns, each slow for a different reason. Panama City was struck by Tropical Storm Fred in August 2021, and Tropical Storm Mindy followed just 23 days later, pushing its average recovery time to 28 days. Its neighbor, Panama City Beach, faced four of the same storms – Alberto, Michael, Nestor, and Fred all hit both towns – but Mindy passed within 50 miles of Panama City only, sparing Panama City Beach the second hit. Even without that compounding effect, Panama City Beach still averaged 25.5 days to recover, largely on the strength of Hurricane Michael, a Category 5 storm, in 2018.
St. Augustine tells a similar back-to-back story to Panama City’s. Julia and Matthew landed three weeks apart in 2016, and neither storm ranked among Florida’s biggest on its own. But the timing meant the town never got a clean shot at recovery before the next one hit, pushing its average out to 21.5 days.
Fort Myers and Cape Coral, both battered directly by Hurricane Ian in 2022, also land well below the state average, even though each town bounced back quickly from its other, smaller storms. Key West sits in the middle of the pack overall, but its own direct hit from Hurricane Irma in 2017 alone took 30 days to recover from – a smaller storm three years later barely slowed it down at all.

Case Studies: One Storm on Record
Four of our 20 hubs – Pensacola, Destin, Fort Lauderdale, and Miami – only registered a single qualifying storm over the past decade. So, rather than compare their one-off recoveries against towns with a longer track record, we cover them separately here.
Pensacola took the longest to recover of the four – 16 days, after Hurricane Sally’s direct hit in 2020. The same storm also grazed Miami and Fort Lauderdale, which needed 6 and 5 days, respectively. Meanwhile, Destin bounced back from Tropical Storm Alberto in just 3.
What This Means for Hurricane Recovery in Florida
Ten years of data point to one clear pattern: storm size alone doesn’t decide how fast a Florida fishing town gets back on the water. What happened next to it matters just as much. A single major hurricane, even a catastrophic one, typically produces a recovery measured in weeks. Two storms within a matter of days, however, can produce something closer to a month, regardless of either storm’s individual strength. For anglers planning a trip during hurricane season, and for the towns whose economies depend on them, that distinction matters more than the headline wind speed ever will.
