Either find a decent charter, have some friends who know the area, rent a boat to get to the spots where others are, or go to a jetty or pier. Can't go wrong with jetty or pier fishing and putting some shrimp/crab/ squid on a setup with a hook and a weight like a Carolina rig. Plenty of exotics in the canals as well that will bite even in December. Just watch for gators and snakes!
