- Captain Scotty Roe moved to Charlotte County, FL back in 1981 and began fishing at an early age. He learned how to fish on Spring Lake and eventually took his skills into deeper waters off of Florida’s Gulf Coast. In 1996, he decided it was time to turn his hobby into a profession and start his own charter business. Aside from taking customers fishing, Capt.
